But many historic Baltimore neighborhoods remained untouched by the big real estate boom of the decade. Find out who did well, who did badly, and what the future may hold. Presenter: Charles Duff. Charles Duff is a developer, planner, and historian based in Baltimore. Since 1987, Duff has been president of Jubilee Baltimore, a non-profit group that has rebuilt more than 200 buildings in the city’s historic neighborhoods. He teaches and lectures at Johns Hopkins University and the Walters Art Museum and is the author of Then and Now: Baltimore Architecture and chapter five of The Architecture of Baltimore.
